He was the son of Tobiah the Ammonite, one of the local chieftains who hindered Nehemiah (Governor) when he was rebuilding the walls of Jerusalem. They often formed alliances with influential families of the tribe of Judah, and Jehohanan also married the daughter of Meshullam.

Neh 6:18For many in Judah were bound by oath to Tobiah, because he was the son-in-law of Shecaniah son of Arah, and his son Jehohanan had married the daughter of Meshullam son of Berechiah.
