Oholibah is a symbolic woman who appears in Ezekiel 23. She appears as a sister to Oholah.

At this time, the Northern Kingdom of Israel, instead of relying on God, depended on foreign powers and was destroyed by Assyria. Nevertheless, the Southern Kingdom of Judah continued to pursue pro-Assyrian policies, and later adopted a policy of dependence on Babylon, which was expressed as harlotry.

Ezekiel 23:4Their names were Oholah the elder and Oholibah the younger. They became mine and bore sons and daughters. As for their names, Oholah is Samaria, and Oholibah is Jerusalem.
Ezekiel 23:11When her sister Oholibah saw this, she was more lustful than her sister and her harlotry was more severe than her sister's harlotry, so she became more corrupt than her sister.
Ezekiel 23:22Therefore, Oholibah, thus says the Lord God: I will stir up against you those whom you loved and then loathed, and I will bring them against you from every side.
Ezekiel 23:36The Lord said to me: Son of man, will you judge Oholah and Oholibah? Then declare to them their abominations.
Ezekiel 23:44They came to her as one comes to a prostitute, to the lewd women Oholah and Oholibah.
