This document is about Eliakim (son_of_Hilkiah). For other homonyms, please refer to the Eliakim document. He was an official during the time of Hezekiah (King of Judah). He worked with Shebna, but God rebuked Shebna for his unfaithful service as steward of the palace and gave Eliakim the key to the palace treasury, that is, 'the key of David'. This was also quoted in Revelation.
