This is a region east of the Jordan River. Before the conquest of Canaan, the tribe of Reuben requested Moses to give them this region.
Num 32:37The Reubenites built Heshbon, Elealeh, and Kiriathaim,
Num 13:19and what kind of land it is that they live in, whether it is good or bad; and what kind of towns they live in, whether in camps or in fortifications;
However, due to its geographical location east of the Jordan, it appears to have fallen to Moab in the later history of the Israelite people.
Jer 48:1Concerning Moab. Thus says the Lord of hosts, the God of Israel: Alas for Nebo, for it is laid waste! Kiriathaim is put to shame, it is taken; the fortress is put to shame and shattered.
Ezek 25:9therefore I will lay open the flank of Moab, from its cities on its frontier, the glory of the country, Beth-jeshimoth, Baal-meon, and Kiriathaim,
