He was the brother of Herod the Tetrarch. Herod took Herodias, who was this Philip's wife, and made her his own wife.

Matt 14:3For Herod had seized John and bound him and put him in prison for the sake of Herodias, his brother Philip’s wife,Matt 14:4because John had been saying to Herod, “It is not lawful for you to have her.”
Mark 6:17For Herod himself had sent and seized John and bound him in prison for the sake of Herodias, his brother Philip’s wife, because he had married her,Mark 6:18for John had been saying to Herod, “It is not lawful for you to have your brother’s wife.”
Luke 3:19But when Herod the tetrarch was reproved by John for Herodias, his brother’s wife, and for all the evil things that he had done,Luke 3:20he added this to them all, that he locked John in prison.

He was a half-brother to Philip (Herod Philip the Tetrarch).
