Othniel was the first judge. He was the son of Kenaz, the younger brother of Caleb (son of Jephunneh). In other words, he was Caleb's nephew. When Caleb declared that he would give his daughter to whoever attacked and captured Kiriath-sepher, Othniel captured the region and married Caleb's daughter Achsah.
