One of the people appointed by Jehoshaphat (King of Judah) to handle various lawsuits within the kingdom.

2 Chr 19:8Moreover, in Jerusalem, Jehoshaphat appointed some of the Levites and priests and heads of families of Israel to give judgment for the Lord and to decide all disputes of the inhabitants of Jerusalem.2 Chr 19:9And he charged them: “Thus you shall do in the fear of the Lord, faithfully, and with a whole heart:2 Chr 19:10Whenever a dispute comes to you from your brothers who live in their cities, concerning bloodshed, law or commandment, statutes or rules, you shall warn them not to incur guilt before the Lord, lest wrath come upon you and your brothers. Thus you shall do, and you will not incur guilt.2 Chr 19:11And behold, Amariah the chief priest is over you in all matters of the Lord; and Zephaniah the son of Ishmael, the governor of the house of Judah, in all matters of the king; and the Levites will serve you as officers. Deal courageously, and may the Lord be with the good!”
