It appears to be a region on the border between the tribe of Judah and the tribe of Dan. Joshua 15 states that it was allotted to the tribe of Judah, and Joshua 19 states that it was allotted to the tribe of Dan.

It was a major base for Samson, and it was near this area that Samson was moved by the Spirit of God and was buried.

Judg 13:25And the Spirit of the Lord began to stir him while he was in Mahaneh Dan, between Zorah and Eshtaol.
Judg 16:31Then his brothers and all his father’s household came down and took him and brought him up and buried him between Zorah and Eshtaol in the tomb of Manoah his father. He had judged Israel twenty years.

Later, in Judges 18, the people of the tribe of Dan set out from here to find a new settlement.

Judg 18:2The Danites sent five valiant men from their families, from Zorah and Eshtaol, to spy out the land and explore it. They told them, “Go and explore the land.” So they went to the hill country of Ephraim and came to the house of Micah and spent the night there.
Judg 18:8When they returned to Zorah and Eshtaol, their brothers asked them, “What did you find?”
Judg 18:11So six hundred men of the Danite tribe, armed with weapons of war, set out from Zorah and Eshtaol.
