When Ezra (the Scribe) returned to Jerusalem and found no Levites, he sent patriarchs, or leaders, to find the Nethinim.

Ezra 8:16So I sent for all the leaders: Eliezer, Ariel, Shemaiah, Elhanan, Jarib, Elhanan, Nathan, Zechariah, and Meshullam, and also the men of understanding Joiarib and Elhanan.
